With the help of COVID-19 relief funds, the city plans to allocate a whopping $450,000 to implement strategies that address homelessness head-on.

Community Partnerships & Special Projects manager highlighted that homelessness has become a nationwide concern, and Davenport is no exception. In a continued effort to respond effectively, city officials are set to present this funding plan to the City Council where they will discuss allocating approximately $150,000 for case managers at Humility Homes and Services. This investment focuses on aiding individuals experiencing homelessness directly rather than simply supporting shelter operations.

City Administrator Doug Maxeiner emphasized the importance of coordinated efforts to break the cycle of homelessness. The funding discussed is expected to pave the way for stronger support systems, ultimately fostering a more stable environment for those in need.

Essential Allocations Focused on Services

Alongside the primary case management funds, there are other proposed allocations designed to enhance services for the un-housed. The proposal earmarks about $200,000 to extend the hours of a co-response program shared between the Davenport Police Department and local mental health provider Vera French. Additionally, $100,000 aims to support Vera French’s Carol Village Gardens, providing vital assistance for those affected by homelessness.

Meanwhile, an allocation of $20,000 is under consideration for Project NOW, aimed at bolstering a temporary shelter located in Rock Island, which currently operates with 37 beds available for use by individuals and families who find themselves without a roof over their heads. Interestingly, nearly half of the current occupants are Iowa residents, highlighting the regional nature of the homelessness crisis.

Background and Prior Funding

Davenport received approximately $3.27 million from the American Rescue Plan Act meant for various community projects. Previous allocations include significant funding such as $1.165 million dedicated to renovating Junior Theatre’s temporary premises and $60,000 for supporting after-school initiatives through nonprofit organizations.

Over the past five months, city staff have participated in discussions with representatives from various local services to identify gaps within the current offerings for homeless individuals. With reports of the highest number of unsheltered people in 15 to 20 years, it is increasingly evident that immediate action is necessary.

The Need for Comprehensive Case Management

Significantly, a point-in-time count conducted earlier this year revealed a staggering 550 individuals sleeping outdoors or on the streets in the Quad-Cities area. It is clear that comprehensive case management is needed, addressing not just immediate shelter but also helping individuals access essential services, including assistance in replacing lost identification documents and transportation challenges.

Upcoming initiatives, like a collaborative event hosted by the local school district and the Salvation Army, are focused on helping individuals obtain vital documentation, which is crucial for accessing services and applying for housing opportunities.

City officials are eager to learn from case managers about improving transportation routes, aiming to significantly enhance the ability of homeless individuals to reach necessary locations for support and assistance. Furthermore, a striking statistic from a local survey shows that only 33.9% of renters believe they will have the opportunity to own a home in the future, accentuating the gravity of the ongoing housing crisis.
