Dr. Carr isn’t just anyone; he brings a remarkable background to the table. With nearly three decades of combined experience in the U.S. Navy as a Medical Service Corps officer and in the U.S. Public Health Service, he is no stranger to the healthcare world. His expertise spans a range of disciplines including family medicine, emergency medicine, urgent care, correctional healthcare, and healthcare management. It’s safe to say he has seen it all!

Before his appointment, Dr. Carr held an influential position as the chief of the medical case management unit at the Department of Homeland Security, working with the ICE Health Service Corps. In this role, he efficiently led a team of 75 multidisciplinary staff members, delivering care to about 52,000 patients daily across 23 ICE facilities throughout the country. And that’s not all; he also managed the wellbeing of detainees in over 170 additional facilities.

Education and Certifications

When it comes to credentials, Dr. Carr’s resume certainly stands out. He holds a Doctorate of Medical Science from the University of Lynchburg, focusing on administrative medicine. This is complemented by a master’s degree in physician assistant studies and two bachelor’s degrees in biology and physician assistant studies. To top it all off, he has numerous certifications, including project management professional, correctional healthcare professional, and managed care professional. Clearly, he’s a go-getter who’s committed to his profession!

The Health District’s Landscape

The Rapidan-Rappahannock Health District serves a diverse area encompassing Fauquier, Rappahannock, Orange, Culpeper, and Madison counties. Under Dr. Carr’s leadership, residents can look forward to a strong emphasis on health and wellness initiatives. Right off the bat, he is advocating for vaccinations, stressing the importance of getting vaccinated against flu, COVID-19, and pneumonia.
